Metro Blue Line First and Last Mile

A Community-Based Process and Plan

Pueblo Planning partnered with seven Community-Based Organizations (CBOs) and Fehr and Peers to evaluate the first-ever CBO participatory planning process deployed by Metro in First Last Mile (FLM) Planning. Pueblo Planning conducted an analysis of the historical and social contexts of communities situated along the Blue Line. In partnership with the CBOs, Pueblo Planning provided recommendations for the implementation of the FLM Plan to improve mobility safety and access to the Blue Line. This innovative plan and planning process, approved by Metro Board Members who include elected officials throughout the Los Angeles region, received the prestigious “Best Grassroots Initiative” from the Los Angeles Chapter of the American Planning Association.
